How to Submit an Application to Development Services

The City of Avondale accepts all development applications online via the Accela Citizen Access Portal (Accela). 

1. Set up your account: Property owners, contractors and applicants are required to set up an account in Accela to submit an application.
2. Select your record type: To begin an online application after setting up your account, please select the appropriate tab depending on your record type. If you have questions about what tab to select please contact the Development Services Department at (623) 333-4000. 
3. Complete your application: Fill out all required fields in your Accela application, and submit all required documents including your PDF-based application. Please note, there may be duplicate fields on the online and PDF based application; all required fields must be filled out in both for your application to be considered complete.
   • Upload an electronic copy of each required document as a separate PDF.  Each PDF must have a simple descriptive name and submittal number. Examples:  project_narrative_SUB1.pdf; landscape_plan_SUB2.pdf; colored_elevation_SUB3.pdf 
4. Staff will conduct completeness review: Intake staff reviews all applications submitted to verify that all fields have been filled out correctly and all required documents have been submitted. If your application is deemed incomplete, staff will notify the submitter via phone call and email. The application will remain in completeness review until the application is deemed complete. 
5. Staff will conduct plan review: Once the application is confirmed as complete, it will be routed to the appropriate City of Avondale staff for plan review. Applicants will be notified by email and in Accela as the application moves through the workflow. Please note that the application may require multiple submittals prior to approval. Development Services Department turnaround time requirements are available at this link. 
6. Application approval: Once your application has been approved by City of Avondale staff, you will be notified via phone call, email, and in Accela. Your application may require additional payment prior to application approval or permit issuance; please check your Accela account  and email to confirm that all requirements have been met for application approval or permit issuance. You will be contacted by staff when your permit is ready to print.

 Payment Options:

The City has a limit of $15,000 for credit or debit card payments. Online e-check (ACH) payments are accepted for all dollar amounts.
